This project proposal intends to undertake the construction of Additional Lions Livelihood Skills Training Center (LLSTC) to be built in the vacant lot in front of the existing LLSTC building inside Nayon Ng Kabataan Complex. Please find attached project proposal.

In this regard, we would like to seek your help in building these new rooms. Rest assured that your kindhearted support will go a long way in making our clients productive citizens when they are discharged from the center.

Thank you, God bless and more power!

SANTIAGO S. LIM
President

PROJECT PROPOSAL

Project Title : Construction of Additional Skills Training Rooms

Project Location : Nayon ng Kabataan
Acacia Lane, Welfareville Compound,
Mandaluyong City, Philippines

Proponent : Lions District 301-D2 Street Children Foundation, Inc.

Project Sponsor : San Diego Executive Lions Club, Other Lions Clubs & Other Kindhearted & Generous People Around the World

Target Date : May-July 2008

Fund Needed : USD 50,000.00

I. Rationale

The Nayon ng Kabataan is a temporary residential facility under the auspices of the Department of Social Welfare and Development-National Capital Region. It is mandated to promote and protect the welfare of the disadvantaged children from 7 to 17 years old who are either victims of child labor exploitation, orphaned, abandonment, neglect, cruelty, abuse and street children. While in the center they are provided with special attention and care on their physiological, psychological, social, cultural, spiritual, educational and life-skill needs.

As part of the center’s commitment in transforming them into productive citizens, the Lions District 301-D2 Street Children Foundation, Inc in collaboration with the Department of Social Welfare and Development-National Capital Region are developing and are implementing educational, livelihood and skills training programs in realizing the said undertaking. We have constructed Lions Livelihood Skills Training Center thru a grant from LCIF in 2006 and we have continued to subsidize the necessary training materials, tools and equipment as well as trainors’ fees in the training implementation.

At present, the Lions Livelihood Skills Training Center has three rooms and they were fully occupied and congested with the following skills training programs: Carpentry, Practical Electricity, Appliance Repair, Cosmetology/Haircutting, and Industrial Sewing Machines Operation. They were also used in other therapy activities such as Rondalla, Painting Class, Dance workshop, Voice Lesson, Basic Business Management Training Seminar and Values Orientation/ Lecture Group Sessions. A total of 200 youth and children benefited from the said Training Center. Most of them are successfully job placed and now living independently. Since our training facility cannot accommodate all the training programs, there are skills training being conducted in a separate venue like the Food Trade Class. It is being held at the Productivity Room while Electronics Class is being conducted temporarily in the Library Room. Another training, which is the Computer Class was held in the Conference room. In times that there are meetings in the said venues, the training session are being suspended.

We are also envisioning additional training such as Hotel and Restaurant Course, Care Giving, Reflexology Course and Welding but we do not have enough facility for the moment to accommodate such new courses to be offered.

This project proposal intends to undertake the construction of Additional Lions Livelihood Skills Training Center (LLSTC) to be built in the vacant lot in front of the existing LLSTC building inside Nayon Ng Kabataan Complex. This is to respond to the need of having more skills training rooms to be able to conduct more training modules and accommodate more clients. As stated earlier, we need skills training rooms for Food Trade Class, Hotel and Restaurant Course, Computer Class, and other future courses that can still be offered responsive to the demand in the labor force. This will also serve as an avenue for the NK Children and Youth to become competitive, empowered and productive members of our society.

II. Objectives

1. To accommodate additional skills training courses relevant to the needs and status of NK clients.
2. To provide practical skills training appropriate with their level of interest and understanding.
3. To equip and empower NK youth and children with the necessary knowledge, attitude and skills related to job staying power.
4. To further enhance their self-confidence, self-worth and motivation to face and resolve their anxiety, fears and dilemma.
5. To provide ways and means for their employment and livelihood opportunities.
6. To build their capability for socio-economic self reliance and independence once they are reintegrated with their family, community or independent living.

III. Project Description:

The Additional Lions Livelihood Skills Training Rooms will rise at Nayon ng Kabataan Complex composed of (3) rooms per floor with two floors and made of concrete materials for its protection against any man-made or natural calamities. Room A an air-conditioned room shall be allotted for the Computer Class. Room B, for the Electronics and Electrical Class and Room C, shall be for Food Trade and Hotel and Restaurant Service . Second floor will be used for production of sewing materials, arts and crafts, painting class and theater arts. Building perspective is hereby attached.

IV. Budgetary Requirements:

The Estimated cost and budgetary requirements for the materials and labor of the proposed additional training rooms is USD 50,000.00 or about Two Million Pesos (Php 2,000,000 ).

Lions District 301-D2 Street Children Foundation Inc. will undertake the following as counterpart obligations for the project

· Provision of necessary permits and clearances for the construction site/Identification of exact location.
· Technical design, preparation and supervision in the project implementation phase.
· Provide the necessary training materials, tools and equipment as well as trainors’ fees in the training implementation
· Co-management with the Department of Social Welfare and Development -National Capital Region of the additional training rooms

V. Project Time Frame

The project is scheduled for groundbreaking in May 2008 and is expected to be completed in July 2008.

VI. Lions District 301-D2 Streetchildren Foundation, Inc. (LSFI) built the Lions Streetchildren Center (LSC) in 2001 and the Lions Livelihood and Skills Training Center (LLSTC) in 2006 in Nayon ng Kabataan thru a grant from LCIF. The LSC houses 50-70 streetchildren and the LLSTC cater to the needs of all the 200 children inside the Children's Village in a comanagement arrangement with Department of Social Welfare and Development(DSWD). LSFI is embarking on a new building project to accomodate additional training courses for the children.
